• กรมงานบริการไฟฟ้าและกลไก (Electrical & Mechanical Services Department: EMSD) รัฐบาลแห่งเขตปกครองพิเศษฮ่องกง  

ระเบียบ

• ผลิตภัณฑ์ไฟฟ้าทุกประเภทที่เข้าข่ายควบคุมของระเบียบ (ความปลอดภัยของ) ผลิตภัณฑ์ไฟฟ้า (Electrical Products (Safety) Regulation: EPSR) ต้องปฏิบัติตามข้อกำหนดที่บังคับใช้  
• ผลิตภัณฑ์ที่ระบุต้องมีการรับรองภายใต้กฎเกณฑ์การอนุมัติ ซึ่งกำหนดให้ทำการทดสอบแบบ 
• ส่วนผลิตภัณฑ์ที่ไม่ระบุ ต้องมีแบบรับรองตนเองของผู้ประกอบการ หรืออาจเลือกใช้ใบรับรองแทนได้  
• การปฏิบัติตามมาตรฐาน IEC

ระเบียบ

• หากมีการกำหนดระเบียบ EMC จะต้องปฏิบัติตาม

แนวทาง

• กำหนดให้แต่งตั้งตัวแทนในท้องถิ่น 

กระบวนการรับรอง

• การทดสอบตามมาตรฐานที่บังคับใช้ควรจะดำเนินการโดยหน่วยงานรับรองหรือผู้ผลิตที่เป็นที่ยอมรับ
• โดยหน่วยงานรับรองที่เป็นที่ยอมรับจะเป็นผู้ออกใบรับรอง ส่วนผู้ผลิตที่เป็นที่ยอมรับจะเป็นผู้ออกเอกสาร DoC*

*ผู้ผลิตที่เป็นที่ยอมรับหมายถึงผู้ผลิตที่ได้รับการยอมรับจาก EMSD ว่ามีคุณสมบัติเหมาะสมในการออกใบรับรองแสดงความสอดคล้องด้านความปลอดภัยให้แก่ผลิตภัณฑ์ที่ตนผลิต

กระบวนการรับรองตนเองของผู้ประกอบการ

• ผู้ผลิตมีหน้าที่รับผิดชอบและถือเอกสารความสอดคล้องที่เกี่ยวข้องเพื่อการตรวจติดตามในภายหลัง
• ผู้ผลิตต้องเก็บรักษารายงานการทดสอบไว้เพื่อแสดงหากได้รับการร้องขอ

• ผลิตภัณฑ์ที่ระบุได้แก่: 
• อะแดปเตอร์
• ชุดต่อพ่วง
• สายอ่อน
• ขั้วหลอดไฟ

• เครื่องทำน้ำอุ่นหม้อต้มไฟฟ้าแบบไร้ช่องระบายลม

GUIDELINES 

• A local representative is required.

Certification procedure:

• Testing to applicable standards should be performed by a recognised CB or recognised manufacturers.
• Certificates are issued by a recognised CB, or DoC is issued by recognised manufacturers*.

Supplier declaration procedure:

• Manufacturers take responsibility and hold relevant compliance documents for subsequent audits.
• Manufacturers are required to keep test reports for possible request of files.

APPLICABLE PRODUCT CATEGORIES

Prescribed products include:

• Adaptors
• Flexible cords
• Plugs
• Extension units
• Lamp holders
• Unvented thermal storage type electric water heaters

Non-prescribed products include all other electrical products.

• สำหรับผู้ผลิตสินค้าอื่น ๆ สามารถเข้าร่วมระเบียบ EELS โดยสมัครใจได้เช่นกัน

แนวทาง

• ผู้ผลิตต้องยื่นเอกสารข้อมูลผลิตภัณฑ์และรายงานการทดสอบให้แก่ EMSD
• ซึ่งหากยื่นผ่าน ผลิตภัณฑ์ในรุ่นดังกล่าวจะได้รับการกำหนดหมายเลขอ้างอิง และจะได้รับการเพิ่มรายชื่อในระเบียนของ EMSD

• เครื่องปรับอากาศ

• เครื่องแช่เย็น
• เครื่องซักผ้า

REGULATIONS

• The Hong Kong Telecommunications Equipment Evaluation and Certification (HKTEC) Scheme divides certification requirements into the Voluntary Certification Scheme* (VCS) and the Compulsory Certification Scheme (CCS).
• Products must be marked with CA label.

• Testing must be performed by Recognised Testing Agencies (RTA) and certification issued by a recognised CB.  
• EMC compliance is required for the above, where applicable.

GUIDELINES 

• Equipment classified under VCS need not be certified while those classified under CCS require CB certification.
• Under the HKTEC Scheme, manufacturers may affix, on a voluntary basis, a label prescribed by OFTA to VCS or CCS certified equipment.
