Regulations

The Israeli parliament has recently approved “the import reform” and it includes two main principles:

• Products that are in compliance with the regulation in major advanced countries should be good for Israel as well.

• The method of enforcement should be based on importers declaration alongside with smart and effective marker surveillance

Some products will remain in the strict import regime, which requires a full model approval and a check done by a certified Israeli lab for every shipment, eg, lifting equipment, pressure equipment, low and medium voltage power cables etc.

• Manufacturers may also choose to apply for the voluntary safety mark on products.
• Compliance with SI standards.

EMC:

• EMC compliance is required for electrical products, telecom and wireless equipment, where applicable.

Guidelines 

Group 1:

• The products in Group 1 whose inherent level of risk is the highest. Approval of a testing laboratory for the model of the goods("model approval") and approval of a testing laboratory for the shipment of the goods("shipment inspection").

Group 2:

• The products in Group 2 whose inherent level of risk is moderate. A "model certificate" and a "declaration" signed by the importer that the goods in the shipment meet the requirements of the official standard. 

Group 3:

• The products in Group 3 whose inherent level of risk is low. A "declaration" signed by the importer regarding the conformity of the goods to the requirements of the official standard.

Group 4:

• In this group are goods intended for use in industry only. The release of these goods will be granted by the Commissioner.

• For the voluntary safety mark, the factory inspection is required and the related mark will be granted if the product i fulfilling with all the requirements.

Regulations

• As part of the import reform, the Ministry of Energy refers directly to European energy efficiency requirements for some products.

Guidelines

The law defines a declaration-based import process and the declaration must be based on one of the following:

• A relevant DOC document on behalf of the manufacturer accompanied by an energy efficiency label (which, according to European regulation, requires such a label).

• A test certificate from an accredited laboratory certified by an ILAC member body or by the Standards Institution of Israel or by an approved laboratory.

Regulations

Equipment connected to the public network requires type approval from MoC.

Guidelines

• A local representative is required.
• Approval can often be issued based on review of foreign standard test reports without in-country testing.

Radio terminal devices require approval from MoC.

Guidelines

• A local representative is required.
• The approval process includes review of foreign standard test reports, but MoC may require additional testing and/or inspection sample(s) of the equipment.
