Regulations 

• Regulated products that are locally manufactured require mandatory certification and the Vietnam Certification Centre (QUACERT) quality mark.
• Imported products are regulated by import-export goods control and only require a DoC or certification by a third-party Certification Body (CB).
• Compliance with TCVN and/or IEC standards.
• EMC compliance is required for certain products.

Guidelines

Certification procedure:

• Testing by designated test laboratory.
• Submission of application and essential documents.
• MOST assessment.
• Obtain Certification.
• Surveillance.

The label of goods imported into Vietnam must bear the following information:

• Name of goods;
• Name and address of the entity responsible for the goods;
• The origin of the goods or place where the final step to complete the goods is taken.

Applicable product categories

Safety mark is required for below equipment categories:

• Appliances for skin or hair care
• Electric fan 
• Electric grills, toasters and similar portable cooking appliances  
• Electric hand dryer  
• Electric iron
• Electric kettle 
• Electric tea and coffee makers 
• Instant water heater
• LED lighting equipment
• Microwave oven
• PVC insulated wires and cables of rated voltages up to and including 450/750V
• Portable immersion heaters
• Rice cooker
• page-content water heater

EMC compliance is required for below equipment categories:

• Electric air-conditioners
• Electric refrigerators and freezers
• Electric vacuum cleaners
• Electric washing machines
• Fluorescent lamps with built-in ballasts
• Hair dryers
• Instant water heaters
• Microwave
• Motor operated portable electric drillers
• Radio broadband data transmission equipment
• Blenders, fruit juicers, meat grinders and egg whisks

Regulatory agency

Ministry of Information and Communications of the Socialist Republic of Vietnam (MIC)

Regulations

• Depending on the product, type approval by certification or DoC is required.
• Testing for type approval should be performed by test laboratories approved and listed by the MIC.
• Products approved or declared should be labelled appropriately with ICT Mark of conformity.

Guidelines

• A local representative is required.

Type approval procedure:

• Sample testing.
• Submission of application, test reports and essential documents.
• Obtain Certification.
• Product labelling.

DoC procedure:

• Sample testing.
• Submit DoC and essential documents.
• Acknowledgement of DoC.
• Product labelling.

Applicable product categories

List of communications and information technology commodities subject to type approval and DoC:

• Cordless telephone equipment (DECT subscription) 
• Land mobile communication terminal equipment 
• Radio transceivers with a frequency band between 9kHz and 400GHz and capacity of 60mW or more
• Radar equipment (including radar used in maritime mobile services and aeronautical mobile services) 
• Short-range radio transceivers 
• Radio equipment

List of communications and information technology commodities subject to DoC: 

• Information technology equipment (desktop computer, server, laptop and portable computer, tablet, router, switch, gateway, fire wall) 
• Radio and television equipment (satellite television set top box, DVB-S/S2 digital satellite television set top box, digital cable television set top box, IPTV television set top box, IPTV television set top box, digital terrestrial television DVB-T2 set top box, iDTV, equipment in cabled distribution systems for television signal) 
• Terminal devices (cordless telephone equipment, xDSL terminal equipment, ADSL2 and ADSL2+ transceivers)
• Radio transceiver with a frequency band between 9kHz and 400GHz and capacity of 60mW or more 
• Lithium batteries for laptops, mobile phones and tablets

REGULATIONS

Energy efficiency:

• On 9 March 2017, Vietnam’s Prime Minister issued Decision No. 04/2017/QD-TTg regulating the list of equipment subject to energy labelling and minimum energy performance within the territory. 

• In Vietnam, there are two types of energy labels: endorsement (star) and comparison (rectangular). 

• Endorsement label: indicate the Viet Energy Star and demonstrate the product meeting or existing the HEP prescribed by MOIT.

• Comparative label: showing the rating of energy efficiency level and relevant detailed parameters.

RoHS:

• The Vietnamese Ministry of Industry and Trade has finalized a circular based closely on the EU's RoHS Directive. The circular restricts the use of the 6 RoHS substances in 8 categories of EEE.

GUIDELINES

• A local representative is required.

Energy labeling procedure:

• Sample Testing.

• Submission of application, test reports and essential documents.

• Submission of registration to the Ministry of Industry.

• Product labelling.

Environmental: 

• Responsibilities of manufacturers, importers, traders: Declare the actual level of hazardous substances in the products in compliance with the requirements in the circular 30/2011/ TT-BCT based on the test report issued by a designated laboratory.

• The product mandatory to Energy Efficiency: Air conditioners, Refrigerators, Washing machines, Electric cookers, Electric fans, Television receivers, Commercial refrigeration cabinets, Straight tub fluorescent lamps, Compact fluorescent lamps, Electronic ballasts for fluorescent lamps, Electromagnetic ballast for fluorescent lamps, Photocopiers, Computer monitors, Printers, Distribution transform

RoHS:

• Automatic measuring equipment

• Electrical electronic portable equipment

• Entertainment and similar appliance products

• Household appliances of big size

• Household appliances of small size

• Lighting equipment

• Sport and entertainment equipment

• Telecommunication and IT equipment.
