REGULATORY AGENCY

General Organization for Export and Import Control (GOEIC)

REGULATIONS

  • On the 16 March 2016, the Egyptian Ministry of Trade and Industry introduced important changes to the Customs Clearance procedure as well as to the list of regulated products subject to conformity assessment. Decree of Minister of Trade and Industry No. (43) of the year 2016 list the products that can be imported only if they are produced in GOEIC registered factories. Factories, manufacturers or trademark owners of regulated products must now register with GOEIC to continue to export to Egypt.
  • Starting from May 21, 2022, a new decree 96-2022 was released regarding products under GOEIC scheme.

GUIDELINES

  1. Submit the application form by the applicant
  2. Review of the applicant’s submitted documentation by the authorised certification body
  3. Shipment inspection by the appointed inspector
  4. Shipment testing by the accredited laboratory
  5. Issuance of the final certification decision by the authorised certification body

APPLICABLE PRODUCT CATEGORIES

Products subject to the Egyptian verification of conformity programme include:

  • Bicycles and motorcycles
  • Carpets and floor coverings
  • Construction materials
  • Cosmetics and hygiene products
  • Detergents
  • Electric & electronic products
  • Food
  • Furniture
  • Kitchenware shoes
  • Leather bags
  • Textiles
  • Toys
  • Watches

Products under the decree 96-2022 includes:

  • Discharge lamps or tubes; ballasts
  • Dry batteries
  • Electric transformers, static converters (e.g. rectifiers) and inductors
  • Energy-saving bulbs
  • Golf batteries
  • Hand-held valves for liquefied petroleum gas (LPG) cylinder
  • Locks
  • Low pressure Regulating or controlling for home use
  • Low voltage cables
  • Sealed batteries (Emergency detector batteries)
  • Welding wire

REGULATORY AGENCY

National Telecom Regulatory Authority (NTRA)

REGULATIONS

  • Telecom Regulations Law No. 10/2003 has stipulated the establishment NTRA as a national authority competent and responsible for the administration and regulation of the telecom sector, considering transparency, open competition, universal service and protection of user rights as general outlines for NTRA scope of work.
  • Type Approval is a compulsory step applied when importing or manufacturing or assembly of any equipment having a communication element.
  •  NTRA has four number of Approval schemes:
  1. The Light Scheme
  2. The Intermediate Scheme
  3. The Tight Scheme
  4. The Guided Scheme

GUIDELINES

  • The Light Scheme: the manufacturer (brand owner) accredited to ISO 17025 in product EMC testing, or the manufacturer (brand owner) accredited to ISO applicable quality accreditation in product design & development and located in EU countries, England, USA, Canada, Russia, Australia, Japan, Taiwan, South Korea and Singapore
  • The Intermediate Scheme: others besides which in the scope of The Light Scheme, The Tight Scheme or The Guided Scheme
  • The Tight Scheme: the factory located in China or India
  • The Guided Scheme: the factory located in Egypt

Egyptian Organisation for Standardisation (EOS)

Regulations

  • On 19 June 2017, the Egyptian Minister for Trade and Industry issued Decision No. 912 regarding Compulsory Energy Efficiency Labeling of Certain Electrical Appliances and Lighting Modules.
  • Manufacturers and importers of certain electrical appliances and lighting modules must mark the products with the energy efficiency label in accordance with the relevant standards.

Guidelines

A local representative is required.

  • Testing in EOS accredited lab
  • Issuance of energy label
