Eurasian Economic Union (EAEU)

Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia are members of the Eurasian Economic Union (EAEU) where trade barriers and customs duty are removed to facilitate mutual trade.

Electrical and electronics products entering the EAEU must meet the electrical safety requirements as stipulated by the Eurasian Economic Commission. The EAC mark is a mandatory mark that must be obtained and affixed on products to demonstrate its compliance to the EAEU standard. The product regulation is put in place to provide assurance that the products and services are safe, of good quality and fit for consumers’ needs.

Regulations

  • Technical regulations of the EAEU "On safety of low-voltage equipment" (TR 004/2011) came into force on 15 February 2013.
  • EAC Approval is a singular harmonised Approval Certificate for EMC and/or Safety for certain products. It covers all member states in the union.
  • The product must be marked with the EAC Mark.

  • There are 2 methods of conformity assessment for electrical products: Certification (CoC) and declaration (DoC). The validity is up to 5 years.

Guidelines

  • A local representative is required for CoC or DoC.

Conformity Assessment includes:

  • Submission of application, test reports and essential documentation.
  • Factory inspection report.
  • Quality Management System certification (where applicable).
  • The EAC mark should be shown on the product label.

Applicable product categories

Products with nominal voltage of 50 to 1000 AC and 75 to 1500 DC require EAC Mark.

Products applicable to TR 004/2011:

  • Automatic breakers, protective cutout devices
  • Cables, wires and cords
  • Devices for electric energy distribution
  • Electric tools (hand-tools and portable tools)
  • Electrical apparatus and household equipment
  • Electric musical instruments
  • Electrical apparatus for electrotechnical sets control
  • Low-voltage equipment connected to electronic data processing machines
  • Personal computers

Energy Efficiency:

EAEU TR 048/2019 contains requirements for energy efficiency of power consuming devices. These requirements are aimed at ensuring environmental protection and energy efficiency, as well as to prevent actions that mislead consumers regarding energy efficiency of energy-consuming devices.

RoHS:

  • Technical regulations of the EAEU “Restricting the use of hazardous substances in electronic equipment” (TR 037/2016) came into force from 1 March 2018.
  • Form of conformity assessment is the Declaration of Conformity (EAEU RoHS DoC).
  • Applicable conformity mark - “EAC” mark: 

APPLICABLE PRODUCT CATEGORIES

Energy Efficiency:

Development of a draft decision of the EAEU Council, establishing the forms of labels for energy-consuming devices of various types and the rules for their design - 1 March 2022.

The EEC Council decided to postpone EAEU TR 048/2019 to September 1, 2025. Products in scope include:

  • Electric asynchronous motors (induction motors)
  • Electric fans
  • Electric lamps
  • Fluorescent lamps without built-in ballasts, high-pressure gas-discharge lamps
  • Household and office electrical equipment in standby and off-mode
  • Household automatic washing machines

List of products subject to the EAEU TR 037/2016:

1. Electrical apparatus and appliances for domestic use.

2. Electronic computers and devices connected to them, including their combinations.

3. Means of telecommunication (terminal telecommunication devices).

4. Copiers and other electrical office (office) equipment.

5. Electronic tools (manual and portable electric machines).

6. Sources of light and light equipment, including equipment, built into furniture.

7. Electro musical tools.

8. Game and trading automatic machines.

9. Cash registers, ticket printing machines, ID card readers, ATMs, information kiosks.

10. Cables, wires and cords intended for use at a rated voltage of not more than 500 V AC and / or DC, except for fiber optic cables.

11. Automatic switches and residual current devices.

12. Fire, security and fire-security detectors.
