Indonesia: Technical Standards for Telecommunications Equipment and Short Range Radio Devices, Law No. 260, 2024

On May 13, 2024, the Indonesian Ministry of Communications and Informatics released a new regulation outlining technical requirements for telecommunications equipment and short-range devices (SRDs).

This regulation establishes definitive technical standards aimed at ensuring adherence and appropriate utilization of such equipment within the Indonesian jurisdiction. It encompasses a wide spectrum of devices, including but not limited to:

  • Bluetooth (IEEE 802.15.1)
  • Near Field Communication (NFC)
  • Radio Frequency Identification (RFID)
  • Ultra-Wide Band (UWB)
  • Low-Rate Wireless Personal Area Network (LR-WPAN) (IEEE 802.15.4)
  • Cordless Telephones
  • Wireless Power Transmission (WPT)
  • Intelligent Transport Systems (ITS)
  • Devices transmitting with power below 10 mW
  • Other Short Range Devices (SRDs)

The regulation includes specific provisions as follows:

  • Chapter 1 introduces definitions and abbreviations pertinent to the regulation.
  • Chapter 2 outlines the technical criteria for power supply, non-ionizing radiation, electrical safety, and electromagnetic compatibility. All SRDs must adhere to:
    • Prescribed technical specifications
    • Prohibition of external control mechanisms or easily accessible controls that could alter operations to violate standards
    • Non-addition of signal amplifiers or similar devices
    • Use of either integrated or dedicated antennas, with dedicated antennas adhering to specific criteria
  • Chapter 3 stipulates that equipment and device testing must align with the reference methods outlined in Chapter 2. Applicants for certification must declare the antenna used for RF output power testing of SRDs. Additionally, pre-regulation test reports may remain valid for certification purposes if they adhere to the new regulations.

Upon approval, this regulation supersedes the following existing regulations:

  • Regulation No. 161/2019 on technical requirements for SRDs
  • Regulation No. 44/DIRJEN/2006 pertaining to cordless telephones
  • Regulation No. 3/2020 on automotive short-range radar systems
  • Regulation No. 4/2023 concerning dedicated short-range communication

The regulation becomes enforceable 90 days after its issuance date.
