China: Implementation Rules CNCA-C11-22:2024 of Compulsory Product Certification for Electric Bicycle Chargers

On July 26th, 2024, China's National Certification and Accreditation Administration (CNCA) officially approved the operational guidelines for the mandatory certification of electric bicycle chargers through Announcement No. 16/2024.

These guidelines cover all chargers for e-bikes in accordance with China's Compulsory National Standard GB17761. Any modification to the scope of application is based on the announcements by both the State Administration for Market Regulation (SAMR) and the CNCA.
The Implementation Rules comprehensively outline:

• The applicable scope
• Certification criteria 
• Certification framework, which fundamentally comprises type testing, assessment of the enterprise's quality assurance capabilities and product consistency inspections (initial factory audit), alongside post-certification oversight
• Certification units
• Procedures for submitting certification applications
• Requirements for certification testing and inspection protocols
• Mechanisms for post-certification surveillance
• Validity period, maintenance, modification, extension, cancellation, and proper utilization of certificates, with a validity of 5 years
• Certification mark
• Certification fees
• Responsibilities of the certifying entities

Certification holders shall apply for certification renewal within 90 days prior to the expiration of the certificate.

These rules are in force from October 15th, 2024.
