Australia updates the mandatory safety standard for basketball ring and backboards

On 19 December 2017, the Australian Government revised the mandatory safety standard for basketball rings and backboards to Consumer Goods (Basketball Rings and Backboards) Safety Standard 20171.

Scope of this revised mandatory safety standard applies to basketball rings and backboards, including portable basketball systems, that are of a kind likely to be used for domestic use. However, this mandatory safety standard does not apply to toy basketball rings or backboards for toy basketball rings.

Effective date of Consumer Goods (Basketball Rings and Backboards) Safety Standard 2017 is 20 December 2018. Basketball rings and backboards shall comply with it starting from that day.

Warnings and instructions to accompany basketball ring or backboard are shown in details in the following tables.

Requirements

1. Warning statement

WARNING: IMPROPER INSTALLATION OR SWINGING ON THE RING MAY CAUSE SERIOUS INJURY OR DEATH

Warning statement shall be

  • clearly legible

  • in upper case red letters on a white background

  • the wording “WARNING’ must have a minimum letter height of 15 mm while the remaining words must be at least 10 mm high.

2. Warning symbol

Warning symbol shall

  • be in the form shown in the mandatory standard

  • for the circle that is part of the graphic, have a diameter of not less than 120 mm from outer edge to outer edge

  • have a circle and diagonal line that form part of the graphic in red and at least 5 mm wide

  • have a human figure that must be entirely black

  • have a basketball ring and backboard outlined in black.

A) If Basketball ring or backboard is packaged

Written warning and warning symbol must be marked on a conspicuous place on the package or on a label attached to the package.

B) If Basketball ring or backboard is not packaged

Written warning and warning symbol must be marked on a conspicuous place on the ring or backboard, or on a label / tag attached to the product.

Warning notice to be permanently marked on the backboard front.

Requirements

WARNING: SWINGING ON THE RING MAY CAUSE SERIOUS INJURY OR DEATH

This warning shall be:

  • clearly legible

  • in upper case letters of 10 mm minimum height

  • marked on the backboard’s front surface.

  • Safe installation instructions (this is NEW requirement)


A basketball ring or backboard must be supplied with information setting out safe installation instructions, the instructions must:

  • give details of the supporting structure to which the ring or backboard is to be fixed
  • give details of the hardware to be used to fix the ring or backboard to the supporting structure
  • strongly warn against fixing the ring or backboard to brickwork
  • include advice to consult a structural engineer if there is any doubt about the safety or stability of the installation.

From now until 19th December 2018, basketball rings and backboards must comply with:

a) the Trade Practices (Consumer Product Safety Standard) (Basketball Rings and Backboards) Regulations 2005; or
b) the new Consumer Goods (Basketball Rings and Backboards) Safety Standard 2017.

From 20th December 2018 onwards the Trade Practices (Consumer Product Safety Standard) (Basketball Rings and Backboards) Regulations 2005 will be repealed and basketball rings and backboards must only meet the revised standard.
