Saudi Arabia: Requirements for Standby and Off Mode Electric Power Consumption of Certain Electrical and Electronic Equipment, Technical Regulation, May 2023
JULY 2024 - ELECTRICAL AND ELECTRONICS
The Saudi Arabian Standards, Metrology, and Quality Organization (SASO) has issued a Technical Regulation outlining energy consumption standards specifically targeting the standby and off modes of certain electrical and electronic appliances. This regulation applies to a defined list of devices catalogued in Appendix 1-a, including:
- Clothes dryers (HS code 8421)
- Dishwashers (HS code 8422)
- Washing machines (HS code 8450)
- Microwaves (HS code 8516, also encompassing electric ovens)
- Televisions and electronic screens (HS code 8528)
However, certain devices detailed in Appendix 1-b are exempt from these requirements, such as:
- Battery-powered or AC/DC adapter-reliant appliances like dryers, dishwashers, and washing machines
- Televisions and screens below 100 cm² in area, projectors, presentation systems, medical displays, virtual reality systems, and control panel screens
Article 4 of the regulation mandates that suppliers must adhere to several key compliance measures, including:
- Meeting the technical specifications and values for standby/sleep modes as specified in Appendix 2.
- Complying with the specifications outlined in Appendix 3, taking into account the values listed in Appendix 4.
- Ensuring the adequate quality and environmental management systems within their factories.
- Utilizing International System of Units (SI Units) or their derivatives in design, production, and distribution processes.
Article 5 outlines the conformity assessment procedures, requiring:
- The submission of a conformity declaration (Appendix 5) adhering to the internal production control format provided in Appendix 6.
- The preparation of a technical file (as per Appendix 6) containing the documents and information detailed in Appendix 7.
Appendix 3 enumerates the following standards as below:
- EN 50564: Electrical and electronic equipment for households and offices - Methodology for Measuring Low Power Consumption, adhering to the modified IEC 62301:2011
- EN 50643: Electrical and electronic equipment for households and offices - Procedure for Quantifying Networked Standby Power Consumption of Edge Devices.
Furthermore, Appendix 4 specifies the permissible limits for power consumption in standby, sleep, and network standby modes:
- For standby and sleep modes with a consumption exceeding 1W, the measured value must not surpass the maximum allowable power consumption by more than 10%.
- In cases where the consumption in standby or sleep mode is 1W or less, the measured value must not exceed the maximum allowable by more than 0.10W.
- Regarding network standby mode, the measured power consumption must remain within 10% of the maximum allowable limit.
This Technical Regulation was officially announced in the gazette on May 19, 2023, and it becomes enforceable starting July 1, 2024.
