The Department Circular, published in June 2024, revises the guidelines previously outlined in Department Circular No. DC 2020-06-0015 concerning the Philippine Energy Labelling Program (PELP).
Key updates have been made to Section 4.1, aimed at redefining the roles and responsibilities of various divisions within the Energy Utilisation Management Bureau (EUMB) in relation to the enforcement and administration of PELP.
Section 5 has undergone clarification, specifying that PELP will now encompass the Energy Consuming Products (ECPs) detailed in Annex B, which is appended to this amendment. Notably, Annex B has been expanded to include Auxiliary Devices for ECPs, encompassing a broad range of energy-consuming, rectifying, converting, transforming, and storing devices/systems that can function under standard operating conditions or in tandem with other ECPs and equipment not previously listed.
This expansion adds various products such as:
Furthermore, Section 10 has been revised to designate the Energy Efficiency and Conservation Performance Regulation and Enforcement Division (EPRED) as the convening authority for Technical Working Groups (TWG), superseding the previous role held by the Alternative Fuels and Energy Technology Division (AFETD).
This amendment has been effective since June 25, 2024.
