PHILIPPINES NEW TECHNICAL REGULATION CONCERNING THE MANDATORY PRODUCT CERTIFICATION OF ELECTRIC VEHICLE CHARGING EQUIPMENT AND STATION

SEPTEMBER 2022 - ELECTRICAL AND ELECTRONICS

On July 19, 2022, The Department of Trade and Industry (DTI) published the Department Administrative Order (DAO) No. 22-10 to issue the new Technical Regulation concerning the mandatory product certification of electric vehicle charging equipment and station. The technical regulation prescribes the mandatory product certification of electric vehicle charging equipment and stations for charging electric road vehicle covered by the particular Philippines National Standards (PNS), whether locally manufactured or imported, as follows:

1. Electric vehicle AC charging equipment or charging station with rated supply and output voltage up to 1000V AC;

2. Accessories used by electric vehicle AC charging equipment or charging stations (charging piles):

• Type 1 vehicle connector, inlet rated 250V, 32A single-phase;
• Type 2 vehicle connector, plug and socket-outlet rated: 250V, 13A, 20A, 32A, 63A or 70A, single phase; 480V, 13A, 20A, 32A or 63A, three phase;
• Type 3 vehicle connector, plug and socket-outlet rated: 250V single-phase, 16A or 32A; 480V three-phase, 32A or 63A;
  
  

3. DC electric vehicle charging equipment or charging station with rated supply and output voltage up to 1500V DC;

4. Accessories used by electric vehicle DC charging equipment or charging stations:

• configuration AA with maximum rated voltage of 600V DC, maximum current of 200A;
• configuration BB with maximum rated voltage of 750V DC, maximum current of 250A;
• configuration EE with maximum rated voltage of 600V DC, maximum current of 200A ;
• configuration FF with maximum rated voltage of 1000V DC, maximum current of 200A
  
  

5. Vehicle inlet that is incorporated in, or fixed to, the electric vehicle is not covered by this Order

The requirement of mandatory certification is subject to mandatory PS Mark and ICC sticker, with conformity assessment of product testing and factory audit.

  DC electric vehicle charging station

• PNS IEC 62196-1:2019

  Plugs and socket-outlets vehicle connectors and vehicle inlets – conductive charging of electric vehicles

• PNS IEC 62196-2:2019 

  Dimensional compatibility and interchangeability requirements for AC pin and contact tube accessories

• PNS IEC 62196-3:2019 
  Dimensional compatibility and interchangeability requirements for DC and AC/DC pin and contact tube vehicle coupler

TÜV SÜD also has BPS approved factory auditors in China to perform factory audit, in-plant witness test, and sample sealing.

TÜV SÜD has set up a leading new energy charging laboratory in China, covering full testing. The laboratory has complete qualifications including CBTL, CNAS, and NRTL, and can test including but not limited AC charger, DC charger, IC-CPD, communication protocol, power modules, grid code, etc.

There are two high-power test platforms, 1.5MW and 3MW respectively.  Each test platform includes bidirectional AC power supply (power grid simulator) and bidirectional DC power supply (photovoltaic and battery simulator), which can carry out on-load tests on various AC/AC, AC/DC, DC/DC and DC/AC converters.  bidirectional AC power supply output range is 9V to 1200V 3pH, bidirectional DC power supply output range is 50VDC to 1800VDC.  Each test platform can run several test stations at the same time.
