UK: BEIS updates designated standards for toy safety

SEPTEMBER 2022 - TOYS AND CHILDREN'S PRODUCTS

The United Kingdom (UK) Department for Business, Energy and Industrial Strategy (BEIS) has announced the first update1 to the designated standards in support of the Toys (Safety) Regulations 2011 (S.I. 2011/1881). From 1 September 2022, toys intended for the Great Britain market which conform with the designated standards shall be presumed to comply with the essential safety requirements of the Regulations. 
 
The new designated standard list follows the notice of proposal2 to reference the latest version of certain parts of toy standard EN 71. The adoption of these standards will bring the UK in line with the harmonised standards already referenced in the EU, except the EN IEC 62115:2020+A11:2020 for electrical toys which is assumed to be still awaiting designation.

Notice 1: The interpretation of clause 7 of the standard should be taken to require that test portions should not be made up of combined materials prior to the migration and analysis stages of the test.

Notice 2: The limit values in point a) of Table 2 of clause 4.2 of standard ‘EN 71-12:2016 Safety of toys — Part 12: N-Nitrosamines and N-nitrosatable substances’ are lower than the limit values to be complied with set in point 8 of part III of Annex II to S.I. 2011/1881. In particular those values are as follows:
