EU: REACH public consultation for the 28th update of candidate list was launched

SEPTEMBER 2022 - ELECTRICAL AND ELECTRONICS, HARDLINES, SOFTLINES, TOYS AND CHILDREN'S PRODUCTS

On 2 September 2022, the European Chemicals Agency (ECHA) launched a public consultation for the 28th update of the REACH Candidate List1. The public consultation will end on 17 October 2022. 

Nine (9) substances were proposed as substances of very high concern (SVHC). If these proposed substances are identified as SVHCs, the total number of SVHCs listed on the Candidate List will increase from 224 to 233 in December 2022 or January 2023.

In particular, TBBPA was proposed as SVHC and the European Commission2 is also investigating whether to include this substance together with medium-chain chlorinated paraffins (MCCPs) on the list of restricted substances under RoHS Directive. 

Table A gives the substance names, identification numbers (CAS and EC), the reason(s) for proposing and their potential application(s).

  •  Used as an alternative to BPA in thermal paper;

     Used in manufacturing and recycling of paper;
  • Used as monomer or resin in the production of food contact material and adhesives.

  • PFHpA belongs to the chemical group of short-chain perfluoroalkyl carboxylic acid (PFCA). PFCA is always used in water, oil and grease repellent treatments for carpets, furniture and clothing, and can be found in Teflon products, semiconductors and fire-fighting foam.
