Japan: Radio Act Enforcement Regulations Ordinance No. 71 2020

AUGUST 2020 - ELECTRICAL AND ELECTRONICS

On 31 July 2020, the Japanese Ministry of Internal Affairs and Communications (MIC) issued amendments to the Radio Act Enforcement Regulations (Ordinance No. 14, 1950) and the Equipment Regulations (Ordinance No. 18, 1950).

The amendments specify that more and more sensor systems are using radio waves with higher detection accuracy because of using cameras, infrared rays, and LED lights used in electronic devices such as household appliances. For example, wearable devices such as smart watches for measuring heart rates by using infrared rays and LED lights have been commercialised already on the market. It is more accurate in measurements when radio waves are used.

This amendment optimizes the existing technical regulations for 2.4 GHz band Low Power Data Communication systems (only for radiolocation) for these new usage needs. The new technical requirements are including:

  • frequency allocation: 2400-2483.5 MHz,
  • modulation method: other than spread spectrum modulation or OFDM,
  • antenna power: 10mW or less
  • antenna gain: 12.14dBi or less
  • occupied frequency bandwidth: 26 MHz or less
  • unwanted radiation power:
    • 2387MHz≦f<2400MHz and 2483.5MHz<f≦2496.5MHz: 25μW or less,
    • 2387MHz>f and 2496.5MHz<f: 2.5μW or less,
  • interference prevention function: it must be able to distinguish the reflected wave of the radio wave transmitted by the own station from the radio wave transmitted by other radio stations, by distinguishing the modulation and other characteristics of the received radio wave.

This Ordinance came into force on 31 July 2020.
