EU: REACH candidate list includes 219 SVHCs now

JULY 2021 - ELECTRICALS AND ELECTRONICS, HARDLINES, SOFTLINES, TOYS AND CHILDREN'S PRODUCTS

On 8 July 2021, the European Chemicals Agency (ECHA) published1 the 25th update of the REACH Candidate List. Eight (8) new Substances of Very High Concern (SVHCs) were added. Hence, the total number of SVHCs on the Candidate List increases from 211 to 2192.

All eight substances which underwent public consultation during March and April of 2021 were identified as SVHCs and included in the Candidate List. Table A lists the SVHCs newly included in the 25th update of the Candidate List.

Moreover, on 1 June 2021, the European Commission (EC) submitted a notification3 to the World Trade Organization (WTO) about the identification of resorcinol as a substance of very high concern (SVHC). This decision is expected to publish by the 4th quarter of 2021. Resorcinol was proposed to be identified as SVHC in the 23rd public consultation. However, it was not identified as an SVHC by that time. Once the EC decision is published, ECHA will follow up to include resorcinol into SVHC Candidate List.

Besides the legal obligations (i.e. communication and notification) resulting from the inclusion of the SVHCs in the Candidate List, starting from 5 January 2021, companies that supply articles with SVHC exceeding 0.1% by weight in the EU market have to submit information to ECHA via SCIP database4. This is a new obligation under the Waste Framework Directive.
