Singapore: Expands energy efficiency regulations to include water heaters and commercial refrigerators

The Ministry of Sustainability and the Environment has amended the Energy Conservation (Prescribed Regulated Goods) Order (No. S 747/2017) under the Energy Conservation Act 2012. The updated regulation, enacted via Order No. S 112/2025 and effective April 1, 2025, adds water heaters and commercial storage refrigerators to Singapore’s list of energy efficiency-regulated products.
1. Water Heaters
- Defined as appliances heating water below boiling point, with voltage limits of ≤250V (single-phase) or ≤480V (non-single-phase).
- Excludes solar-powered heaters.
- Covers:
- Electric instantaneous models (≤12kW rated input)
- Electric storage models (≤12kW input, ≤500L tank capacity)
- Gas instantaneous models (≤59kW input)
- Heat pump models (≤6kW input, ≤500L tank capacity)
2. Commercial Storage Refrigerators
- Insulated units using vapor compression cycles to maintain food temperatures between −18°C and 5°C.
- Designed for non-household food storage (not for customer-facing displays/access).
- May include transparent/opaque doors/drawers and multiple compartments.
Implementation Timeline:
- Regulations take effect April 1, 2025.
- Transition period: Products manufactured, imported, or planned for production before April 1, 2025, remain exempt from registration, labeling, and energy efficiency testing until March 31, 2026.
This amendment aims to enhance energy conservation standards while allowing businesses a one-year grace period to adapt to new compliance requirements.
