Indonesia: Amendment to Minimum Energy Performance Standards (MEPS) and Energy Efficiency Labelling for Refrigerators on revised HS codes, certification system, etc.

On 12 February, the Ministry of Energy and Mineral Resources in Indonesia published Decision No.7,2024 to amend Decision No. 113, 2021 on minimum energy performance standards (MEPS) and energy labelling requirements for refrigerators.
Based on the publication of the 2022 Harmonized System (HS) by the World Customs Organization, the Decision prescribes some adjustments that need to be made to the Harmonized System Code (HS Code) for energy-using refrigerators. Additionally, some changes are made to the minimum energy performance standard (SKEM) testing certification system.
HS 8418.10.31 and HS 8418.10.32 are the new HS codes listed while HS 8418.10.19 and HS 8418.10.11 are deleted.
In force from 12 May 2024, the Minimum Energy Performance Standard Value for refrigerators is (0.85 x I7adj) + 270 kWh/year.
The SKEM labelling scheme is implemented for refrigerator equipment subject to the certification system, consisting of selection, determination, review, certification decisions and licensing activities, as follows:

The performance testing requirements and procedures refer to the standards below since 12 May 2024:
- SNI 8557-1:2018 IEC 62552-1:2015 Home refrigeration equipment - characteristics and test methods - Part 1: General requirements (or changes thereto);
- SNI 8557-3:2018 IEC 62552-3:2015 Home refrigeration equipment - characteristics and test methods - Part 3: Energy consumption and volume (or changes thereto).
The adjusted volume (Vadj) of the refrigerator is calculated based on the target refrigerator compartment temperature in accordance with SNI 8557-3:2018 IEC 62552-3:2015.
