China: Implementation rules for energy efficiency labeling of LED flat panel lamps for general lighting purpose

On 14 December 2023, the National Development and Reform Commission (NDRC) in China published the implementation rules for energy efficiency labeling of LED flat panel lamps for general lighting purpose.
The testing methods for energy efficiency performance-related parameters such as power, luminous efficacy, correlated color temperature, color rendering index, lumen maintenance rate, etc. shall refer to the current valid versions of GB 38450 and GB/T 31897.201.
The rules apply to the use, filing and announcement of the logo for energy efficiency labels for LED flat panel lights for general lighting (including LED light sources and their control devices, with the thickness of external control devices not included in the thickness of the lamp). These lights must use LED as the light source, have a rated voltage of 220 V, a frequency of 50 Hz, and a thickness not exceeding 85 mm.
The rules do not apply to LED flat panel lights that have energy-consuming non-lighting additional functions, or those with dimming/color adjustment functions, or those with color, patterns or decorative parts on the continuous light-emitting surface.
Additionally, the rules also specify the following requirements:
- Label template and specifications
- Energy efficiency testing methods
- Determination of label information
- Printing, application and display of label
- Label registration
- Publication of label
In addition, these rules include the following Annexes:
- Annex 1 - Example of energy efficiency label for LED flat panel lights for general lighting.
- Annex 2 – Energy efficiency test report for LED flat panel lights for general lighting.
- Annex 3 - Energy efficiency labeling registration form for LED flat panel lights for general lighting.
These rules took effect on June 1, 2024.
