Any electrical product placed on the US and Canadian markets must satisfy and perform safety testing to a degree of standards. These standards include UL standards; they also include ANSI, IEEE, NEMA, and CSA standards, to name a few.

UL Testing & Certification Laboratory in the U.S. & CanadaThere is a common misunderstanding that UL (Underwriters Laboratories) is the only organization that can certify and apply labels to UL standards. However, UL operates two unique entities, one being an independent body focused on standards development and a second Nationally Recognized Testing Laboratories (NRTL) like TÜV SÜD that is capable of issuing a US product certification much like other NRTLs.

OSHA requires that products be tested and certified by an ISO/IEC 17025:2017 certified, third-party NRTL, and there are no obligations for any manufacturer to engage UL to perform tests to UL standards. They can contract with any NRTL to perform safety testing to UL standards and any other standard that the NRTL is accredited to perform.
