Vietnam: National Technical Regulations on EMC for Land Mobile Radio Equipment and Terrestrial Radio Trunking

On October 25, 2024, Vietnam's Ministry of Information and Communications issued a Circular approving the National Technical Regulations on Electromagnetic Compatibility (EMC) for Land Mobile Radio Equipment and Terrestrial Radio Trunking Systems.
Effective on July 1, 2025, all imported and locally produced terrestrial mobile radio equipment and terrestrial radio trunking systems must adhere to the standards outlined in Regulation No. QCVN 100:2024/BTTTT before being made available on the market.
Between January 1, 2025, and June 30, 2025, enterprises, organisations, and individuals will have the option to conduct measurements and testing according to either QCVN 100:2015/BTTTT or QCVN 100:2024/BTTTT for the purpose of declaring conformity.
The regulation, QCVN 100:2024/BTTTT, applies to both Vietnamese and foreign entities involved in the production, trade, and use of equipment within its scope. It details the EMC requirements for both digital and analog land mobile radio equipment, terrestrial radio trunking equipment, and associated ancillary equipment.
Technical specifications pertaining to antenna ports and emissions from enclosure ports of such equipment are excluded from this regulation but will be addressed in corresponding product regulations aimed at efficient radio frequency spectrum utilisation.
Furthermore, the regulation specifies test conditions, quality assessment criteria, and standards for EMC for land mobile radio equipment, land trunked radio equipment, and related ancillary equipment.
Appendix A lists examples of land mobile radio equipment and land radio trunking equipment, while Appendix B outlines the HS codes for the equipment covered by this regulation.
Testing should be conducted under the conditions specified in Appendix A of QCVN 18:2022/BTTTT, with additional test conditions relevant to private mobile radio (PMR) equipment detailed within the regulation.
Manufacturers must provide a declaration of conformity through one of the following methods: typical sample testing, testing typical samples with production process evaluation, or testing and evaluating batches of products and goods.
Between January 1, 2025, and June 30, 2025, entities will have the flexibility to choose between QCVN 100:2015/BTTTT and QCVN 100:2024/BTTTT for measurement and testing purposes to fulfill conformity declarations.
This Circular will take effect on January 1, 2025, repealing Circular No. 39/2015/TT-BTTTT upon its enforcement.
