On April 29, 2024, China's Ministry of Industry and Information Technology released an Announcement detailing the regulatory framework for radio management of 900 MHz frequency band Radio Frequency Identification (RFID) devices.
The primary objective of this Announcement is to enhance spectrum utilization efficiency and tighten the oversight of RFID devices.
RFID devices are defined as instruments that utilise radio waves to identify tagged objects containing identification information and additional data. These devices are utilised across various sectors, including public safety, production management and control, and industrial applications, for tracking items within the supply chain and beyond. The Announcement pertains to the manufacture, import, sale, and use of RFID devices operating within the 920 to 925 MHz radio frequency band.
Article 3 stipulates that RFID devices manufactured or imported for domestic sales and use must adhere to the technical specifications outlined in the Annex, and RFID operators must secure type approval for their devices. RFID devices are managed based on terrestrial mobile communication systems and do not require a radio station license.
Additionally, the use of RFID devices is prohibited from causing harmful interference to other legitimate radio stations. If RFID devices are found to cause such interference, their use must be discontinued immediately.
Article 6 mandates obtaining permission from the relevant authority to use RFID devices within the 920 to 925 MHz frequency band within a minimum distance of 33 meters from railway tracks.
RFID devices operating within the 840 to 845 MHz frequency band, previously approved under Regulation No. 205 of 2007, may continue to be sold and used until they are deemed obsolete.
The Announcement will take effect on November 1, 2024, concurrently repealing Regulation No. 205 of 2007.
