Most products entering the Russian markets fall under the harmonized technical regulations of the Eurasian Economic Union (EAEU) and must meet the requirements of the EAC Mark. Products not harmonized under the EAEU must meet the requirements of the Russian national certification system, Gost R, governed by Rosstandart, the state registration body. The local laws and product regulations are generally put in place to provide assurance that the products and services are safe, of good quality and fit for consumers’ needs.

Regulatory agency
- Federal Agency on Technical Regulating and Metrology
Regulations
- Products may be subject to one or a combination of mandatory approval systems.
- Products must be marked with the GOST-R Mark after getting GOST-R certificate.
- Testing must be performed by accredited test laboratories and certification may only be obtained from accredited CBs.
- Compliance with national GOST standards.
- EMC compliance is required for the above, where applicable.
Guidelines
- A local representative is required for both CoC and DoC schemes and GOST-R Certification may be obtained for serial production or single delivery, where applicable.
CONFORMITY ASSESSMENT INCLUDES
- Submission of application, test reports and relevant documents
- Factory inspection
- Quality management system certification (where applicable)
- For certain products, the Sanitary-Epidemiological Conclusion Certificate is required as a pre-requisite for GOST-R approval to confirm compliance with hygienic standards.

Energy Efficiency

Regulations

Energy efficiency:
- The Order No. 4404 came into force on 24 February 2019 on Energy Efficiency Labeling and Technical Documentation.
RoHS:
- Technical Regulation on Restriction on the use of Certain Hazardous Substances in Electrical and Electronic Equipment (TR EAEU 037/2016) entered into force from 1 March 2018.
Guidelines

Energy efficiency:

Categories of goods that must be accompanied y information about their energy efficiency in technical manuals, on packaging, and on labels.

Russian RoHS:
The adopted TR requires that the concentration of certain hazardous substances in homogeneous materials in the relevant types of electrical and electronic equipment does not exceed the thresholds set on the TR.
- Lead: 0.1%;
- Mercury: 0.1%;
- Cadmium: 0.01%;
- Hexavalent chromium: 0.1%;
- Polybrominated Biphenyls (PBB): 0.1%; and
- Polybrominated Diphenyl Ethers (PBDE):0.1%
Applicable product categories

Product categories requiring energy labelling include:
- Electric household refrigerating appliances
- Electric household washing machines
- Electric household dishwashers
- Electric household combined washer-dryers
- Electric household air conditioners
- Electric lamps for general use
- Televisions
- Electric ovens
- Elevators designed for transporting people
Russian RoHS:

The list includes PCs, monitors, tablets, keyboards, printers, changeable data storage devices, calculators, electrical and electronic watch, electrical hand tools, domestic appliances, cables (except fiber optic cables), etc.

Telecom & Wireless
Regulatory agency
- Federal Agency of Communications (FAC)
Regulations
- Products may be subject to one or a combination of mandatory certification systems.
- FAC approval is required for most telecom and wireless equipment.
- CoC is required for equipment if it is in the public communication network or in technology networks (LAN) appended to a public communication network or in networks of special-purpose (government) appended to a public communication network.
- For equipment not listed for CoC scope certification, a DoC is required. FSS notification is required for all equipment which has encryption.
- A RFC conclusion and import license is required for the equipment which has radio technologies.
- EMC compliance is required for the above, where applicable
Guidelines
- A local representative is required for DoC.
EVALUATION PROCEDURES MAY INCLUDE
- Documentation audit.
- Sample testing in accredited laboratories.
- Evaluation and approval.
- An additional RF import permit (RFC) must be obtained from the GKRCH or Ministry of Trade and Industry (MINPROMTORG), depending on the product.
- Encryption notifications (FSS) should also be declared to Federal State Security Service (FSB) before import of RF products.
