EU REACH: Public Consultation of the 25th update of Candidate List

MARCH 2021 - ELECTRICAL AND ELECTRONICS, HARDLINES, SOFTLINES, TOYS AND CHILDREN'S PRODUCTS

On 9 March 2021, the European Chemicals Agency (ECHA) launched a public consultation for the 25th update of the REACH Candidate List1. The public consultation will end on 23 April 2021. 

Eight (8) substances were proposed. If these proposed substances are identified as substances of very high concern (SVHCs), the total number of SVHCs listed on the Candidate List will increase from 211 to 219 in June or July 2021.

Table A gives the substance names, identification numbers (CAS and EC), the reason(s) for proposing and their potential application(s).

It is used in many different applications including cleaning agents, biocides, polishes and waxes, cosmetics and personal care products, fillers, putties, plasters, modelling clay, finger paints and inks and toners.

Bisphenol B is structurally similar to bisphenol A which is currently listed on the Candidate List. It may be used in the manufacture of phenolic and polycarbonate resins.

Respiratory sensitising properties (Article 57(f) - human health) It is used as a biocide for leather tanning and x-ray film processing.
Medium-chain chlorinated paraffins (MCCP) [UVCB substances consisting of more than or equal to 80% linear chloroalkanes with carbon chain lengths within the range from C14 to C17] - PBT (Article 57d)   

vPvB (Article 57e)
It is a flame retardant and used as secondary plasticising additives in plastics, sealants, rubber and textiles.

Toxic for reproduction (Article 57c)
It is used as a solvent and corrosion inhibitor.
Phenol, alkylation products (mainly in para position) with C12-rich branched or linear alkyl chains from oligomerisation, covering any individual isomers and/ or combinations thereof (PDDP)

Endocrine disrupting properties (Article 57(f) – environment)
 It is mainly used for the preparation of a variety of lubricant additive materials and fuel system cleaners. Further uses as an intermediate for the production of special resins, paints, varnishes and coating resins as well as a monomer for  phenol/formaldehyde resins and ink resins.
