Vietnam: Approving National Technical Regulation on Short-Range Radio Equipment Operating From Frequency Band 9 kHz -25 MHz, Circular 17/2023/TT-BTTTT, November 2023

On November 27, 2023, Vietnam's Ministry of Information and Communications issued Circular 17/2023/TT-BTTTT, introducing the National Technical Regulation (QCVN 55:2023/BTTTT) specifically governing Short-Range Radio Equipment (SRD) operating within the 9 kHz to 25 MHz frequency band.
This Circular covers two primary types of SRDs:
- general-purpose SRDs functioning across the 9 kHz to 25 MHz range,
- magnetic ring equipment, including RFID, NFC technology, and secure magnetic gate (EAS) system devices operating from 9 kHz to 30 MHz in both LF and HF bands.
Additionally, the Circular applies to SRD-related products and goods identified by specific HS codes listed in Appendix J.
All SRDs under this regulation are mandated to conform to Vietnam's frequency planning and division regulations. The Circular outlines comprehensive technical specifications for SRDs, detailing testing parameters, power supply and ambient temperature considerations, general operating conditions, generator and receiver requirements, measurement uncertainty standards, and measurement methodologies. Compliance with these technical requirements is necessary for obtaining a certificate of conformity.
The Circular takes effect on July 1, 2024.
