China: Compulsory Product Certification for Household and Similar Appliances

On April 8, 2024, the Chinese National Certification and Accreditation Administration (CNCA) published the enforcement guidelines for mandatory product certification of household and similar electrical appliances. These regulations cover a broad range of household and comparable electrical devices, including:
- Air conditioners
- Clothes washing machines
- Electric blankets, heating pads, and similar flexible heating devices
- Electric fans
- Electric food processors (food mixers and kitchen appliances)
- Electric ovens (including portable grills, toasters, and similar cooking appliances)
- Electric rice cookers
- Electric stoves
- Electric water heaters
- Electronic toilet appliances
- Induction cookers
- Indoor heaters
- Irons
- Microwave ovens
- Ovens and similar appliances (stationary electric ovens, fixed grills, and similar cooking devices)
- Personal care devices for skin and hair
- Range hoods
- Refrigerators and freezers
- Stoves
- Vacuum cleaners
- Water heaters, hot/cold water dispensers
The guidelines establish the applicable national standards for the safety and electromagnetic compatibility of these in-scope products. They further outline the regulations pertaining to certification modules, application procedures, the implementation of certification, post-certification oversight, CCC certificates, the usage of CCC labels, certification fees, and other relevant aspects.
Pursuant to Article 8, the validity of the CCC certificate is set at five years. Products that have successfully undergone certification must be marked with the CCC label as specified in Article 9.
These implementation rules become effective on July 1, 2024, concurrently abolishing the previous regulations, CNCA-C07-01:2017.
