Mexico: Introduces new technical provision IFT-017-2023 for radio equipment in key frequency bands

On 10 February 2025, Mexico’s Federal Telecommunications Institute (IFT) has formally adopted Technical Provision IFT-017-2023, establishing updated requirements for radio devices utilizing digital modulation across multiple frequency ranges. The regulation covers equipment operating in the 5150-5250 MHz, 5250-5350 MHz, 5470-5600 MHz, 5650-5725 MHz, 5725-5850 MHz, and 5925-6425 MHz bands, classified as unlicensed spectrum.
Scope and Key Details:
- Applies to wireless local area network (WLAN) systems and radio communication devices employing digital modulation.
- For the 5725-5850 MHz band, hybrid devices combining digital modulation and frequency hopping must comply only with the digital modulation requirements (frequency hopping functionality must be disabled during testing). Frequency hopping components must adhere to Technical Provision IFT-008-2015.

- Section 4: Technical specifications for covered products.
- Section 5: Standardized testing methodologies.
- Section 6: Operational guidelines for equipment.
- Section 8: Conformity assessment protocols.
Compliance Obligations:
- Labeling must align with IFT’s telecommunications and broadcasting product approval guidelines.
- Violations will incur penalties under Mexico’s Federal Telecommunications and Broadcasting Law.
The provision takes effect on 7 November 2025, superseding prior specifications in IFT-008-2015 related to digital modulation devices and hybrid equipment components operating in the 5725–5850 MHz range
