EU: Scientific opinion finalised on the safety of Titanium dioxide in toys

On 9 June 2023, the Scientific Committee on Health, Environmental and Emerging Risks (SCHEER) adopted a final opinion¹ on the safety of titanium dioxide (TiO2) in toys.

Following the mandate² from the European Commission, this scientific opinion evaluates whether the uses of pigmentary TiO2 in toys and toy materials can be safe in view of the exposure identified, and the classification of titanium dioxide as carcinogenic category 2 after inhalation.

The committee considered the different exposure pathways for TiO2 nanoparticles in toys, including inhalation, ingestion and skin contact. The committee also considered different factors that can affect toxicity of TiO2 nanoparticles, such as size and shape of the particles.

Overall, the opinion concludes that the use of pigmentary TiO2 with the absence of an ultrafine fraction in the preparations is safe for use in toys. However, more research is needed on the genotoxicity of fine TiO2, as well as on its migration, release and toxicity studies after oral exposure.
