Vietnam: Approving Technical Regulation on Network Information Security Requirements for Surveillance Cameras by Circular No. 21/2024/TT-BTTTT

On December 31, 2024, the Ministry of Information and Communications of Vietnam approved Circular QCVN 135:2024/BTTTT, promulgating the National Technical Regulation on basic information security requirements for surveillance cameras using Internet protocols.

This regulation mandates security standards for surveillance cameras utilizing Internet protocols, applying to both Vietnamese and foreign organizations, as well as individuals engaged in the research, development, production, evaluation, selection, and use of such equipment. Its objective is to establish standardized security practices to guarantee the safety and reliability of surveillance cameras in networked environments, thereby safeguarding user data and privacy.

QCVN 135:2024/BTTTT applies to all surveillance cameras operating using Internet protocols within Vietnam.

The regulation specifies basic requirements in terms of documentation, authentication management, security vulnerability management, update management, session security management, communication channel management, interface management, user data security assurance, application security, and system recovery capabilities following incidents.

Conformity assessment must be conducted in accordance with Methods 1, 5, and 7 as stipulated in Circular No. 28/2012/TT-BKHCN and its subsequent amendments.

The Decision will come into effect on February 15, 2025. From this date, QCVN 135:2024/BTTTT may be utilized for testing, conformity certification, and conformity declaration.

Starting from January 1, 2026, all imported and domestically produced Internet Protocol surveillance camera equipment must comply with the provisions outlined in QCVN 135:2024/BTTTT.
