Ensure your product complies with Japanese regulations
In Japan, the Ministry of Economy, Trade, and Industry (METI) is the regulatory agency responsible for the Electrical Appliance and Material Safety Law which regulates the manufacture and sale of electrical and electronic products to prevent potential hazards. Electrical and electronic products regulated by the Law are classified as Specified Electrical Appliances and Materials (Category A) and Non-Specified Electrical Appliances and Materials (Category B).
Importers of electrical appliances and materials (whether it falls under Category A or B) must ensure that the appliances meet the mandatory technical requirements, in addition to attaching the applicable PSE mark before placing the product on the market. More specifically, any "Specified Electrical Appliance" or Material (Category A) shall undergo third-party conformity assessment and be certified with the PSE diamond mark after successful certification by the third-party conformity assessment body. Any “Non-Specified Electrical Appliances” or material (Category B) must be tested to Japanese (JIS) standards or IEC Standards (For example JIS 60335-1 or IEC 60335-1) with Japanese deviations and fall under a self-declaration scheme.
TÜV SÜD, authorized by METI to perform certification for Specified Electrical Appliances (Category A) is the gateway for manufacturers exporting electrical appliances to the Japan Market. TÜV SÜD can also offer testing for Non-Specified Electrical Appliances (Category B) as many manufacturers do not have the capability in-house. Manufacturers of Specified Electrical Appliances and Materials (Category A) and Non-Specified Electrical Appliances and Materials (Category B) may have their products certified by TUV SUD under the PSE Mark Certification Scheme.
Safety and EMC characteristics of products are evaluated to ascertain compliance to technical requirements under the Scheme. An evaluation of a manufacturer’s factory facility is also performed if the product is a Category A electrical appliance.
Category A higher risk electrical appliances can only be affixed with the TÜV SÜD’s PSE Diamond Mark after successful mandatory certification, with a validity (3, 5, or 7 years depending on each type of classification). The test lab for Category A appliances must be CAB registered by METI, either local or overseas and includes both safety and EMI (Electromagnetic Interference) test standards. The factory has to go through an initial inspection but, periodical inspection is not required. The license must be issued to a Japanese company, and only one factory is permitted to be displayed on the certificate.
Category B lesser risk electrical appliances, are subject to the self-declaration scheme and are labeled with the PSE circle mark with a validity of 3 years. The standards it must be tested to are Japanese or IEC standards with Japanese deviation. Category B products can be tested by the manufacturer (given the right capabilities) or any 3rd party test lab.
Having a product certified by a METI Registered Conformity Assessment Body, such as TÜV SÜD, assures that the product complies with Japanese regulations and the required safety and EMI standards. Without the PSE Mark, you cannot legally access the Japanese market.
TÜV SÜD is a Registered Conformity Assessment Body for seven classifications of Category A specified products under the Electrical Appliance and Material Safety Law.
