Testing and Commissioning (T&C)

Data Centre Services

Data center projects face increasing pressure to achieve on‑time, defect‑free commissioning. Delays, design issues or unverified systems can result in downtime, financial losses, regulatory risks and reduced customer confidence. Independent testing and commissioning is therefore critical before a facility goes live.

TÜV SÜD delivers independent Testing and Commissioning (T&C) services to ensure data centers are safe, reliable and ready for service. Using a proven five‑level commissioning methodology, we verify that all systems perform as intended before go‑live.

As a neutral Commissioning Agent, we reduce technical risk, support regulatory compliance and help investors, owners and operators achieve on‑time, defect‑free commissioning—from design review to handover.

What is TÜV SÜD’s five-level approach to testing and commissioning?

Level 1 - Factory Acceptance Test

  • Accompanying the testing of critical equipment at the manufacturer, e.g., UPS, EPS, CRAC/CRAH, DG Sets, Transformer, Batteries, Cooling Towers, HVAC, AHU
  • Checking of compliance with specifications and further requirements

Level 2 - Component verification

  • Checking of equipment delivered on-site for consistency with planning

Level 3 - System construction verification

  • Checking the installed components, setting the basis parameters
  • First test of the interaction between the components

Level 4 - Individual system and major equipment operation verification

  • Checking the setting of the systems such as parameters, alarm, and threshold values
  • Testing of sub-systems in different operation states

Level 5 - Integrated System Testing

  • Inspection of high-level failure scenarios
  • Testing of overall system, Black Building tests
