An amendment to the Enforcement Regulations of Japanese Act on Control of Household Products Containing Harmful Substances (Law 112)1 was published by the Ministry of Health, Labour and Welfare (MHLW). This amendment revises the limits of tris(2,3-dibromopropyl) phosphate (TDBPP) and bis(2,3-dibromopropyl) phosphate compound (BDBPP).
The Article 4 of Japanese Law 1122 establishes standards for the amount, elution, or emission of harmful substances in household products. Appendix 1 of Enforcement Regulations of Law 1123 lists these harmful substances, along with their corresponding product scope and limits.
TDBPP and BDBPP are commonly used as flame retardants in textiles and plastics. Japanese Law 112 restricts TDBPP and BDBPP in certain textile products, i.e. sleepwear, bedding, curtains and floor mats. With the publication of the amendment, the limits of TDBPP and BDBPP have been amended from “not detected” to 8 mg/kg and 10 mg/kg respectively. The test methods for both substances4 have also been updated.
The new amendments of TDBPP and BDBPP will take effect on 1 April 2025.
