ECHA’s Latest Initiative
In its ongoing mission to safeguard the environment and public health, the European Chemicals Agency (ECHA) is pushing forward with its latest enforcement project—REACH-En-Force-12 (REF-12). As part of the Enforcement Forum’s broader 2024-2025 work program, this project focuses on the compliance of imported substances, mixtures, and articles with EU regulations. As it develops, REF-12 is set to make a significant impact in the coming years by addressing non-compliance risks associated with imported goods falling under REACH and other regulatory frameworks like CLP, PIC, POPs, and the Biocidal Products Regulation.
REF-12 will target products entering the EU from non-EU countries, scrutinizing their safety and regulatory compliance. The project aims to strengthen inspections on chemical imports and ensure they meet the EU standards.
The project will span several years, with the operational phase set for 2024, and its results will be published in a comprehensive report by the end of 2025. The initiative will offer harmonized enforcement measures across the EU.
The stakes are high for industries that rely on imports into the EU, as REF-12 enforcement will focus on high-risk chemicals. Businesses must ensure full compliance with EU regulations, such as proper labeling, documentation, and restrictions before introducing products to the EU market. Non-compliance could lead to significant penalties and reputational damage.
The REF-12 project comes at a time when Europe is facing increasing scrutiny over chemical safety, particularly in consumer products. Recent enforcement projects, such as REF-10, which looked at hazardous chemicals in consumer products, have revealed significant non-compliance, highlighting the ongoing challenge of enforcing EU chemical regulations. By focusing on imports, REF-12 addresses one of the most significant areas of risk in today's global marketplace.
As Europe continues to confront the challenges posed by non-compliant imports, REF-12 will play a pivotal role in shaping the future of chemical regulation across the EU. The outcomes of this project will undoubtedly influence not only regulatory approaches but also the global chemical industry’s practices regarding safety and compliance.
