USA Vermont: Department of Health passed rule to amend CHCC in children’s products

Vermont Department of Health adopted the changes in its rule amendment1of the chemical disclosure program for children’s products.  This chemical disclosure program requires manufacturers to report chemicals designated by the state as Chemicals of High Concern in Children’s Products (CHCC). The amendment will be effective on 15 August 2019 and incorporates the requirements of recently passed bill (S.55)2 reported in June.

Key changes included:   

  • Twenty (20) chemicals are added into the Chemicals of High Concern in Children’s Products (CHCC) list, increasing the list to 86 chemicals;
  • Disclosure report must include Global Product Classification (GPC) product brick description; 
  • Disclosure report shall include Universal Product Code (UPC) if the product has such a code;
  • Reporting deadline is on or before 31 August 2020 and annually thereafter.

In this amendment, the Department of Health decided not to include any chemical that degrades to release a listed chemical. This topic and reporting periods will be discussed in a public workshop on 5 September 2019.

  10. Ethylhexyl diphenyl phosphate
  11. Tricresyl phosphate
  12. Tris (1-chloro-2-propyl) phosphate
  13. Bis (2-ethylhexyl) tetrabromophthalate
  14. Bis (chloromethyl) propane-1,3-diyl tetrakis-(2-chloroethyl) bis (phosphate)
  15. Isopropylated triphenyl phosphate
  16. Decabromodiphenyl ethane
  17. Short-chain chlorinated paraffins; Chlorinated paraffins
  18. 2-ethylhexyl-2,3,4,5-tetrabromobenzoate
  19. Lead and lead compounds
  20. Di-(2-methoxyethyl) phthalate
