    Regulatory agency

    • Emirates Authority for Standardisation and Metrology (ESMA)

    Regulations

    • Under the Emirates Conformity Assessment Scheme (ECAS), registration of regulated products is required.
    • ESMA will issue an ECAS Registration Certificate for the product when conformity to the relevant standards is demonstrated.
    • Manufacturers may also request for the Emirates Quality Mark
    • Printed labels with ECAS mark will be required at the beginning of January 2019 for all certified products.

    Guidelines

    • Assessment, testing and evaluation of products should be conducted by ESMA or its recognised CABs.
    • Product sampling is required and must be conducted by ESMA authorised personnel.

    Regulations

    Energy efficiency:

    • The UAE Energy Efficiency Standards & Labeling Program (EESL) is supervised and managed by the ESMA (Emirates Authority for Standardisation & Metrology), which is the authorised government agency responsible for the development of standards.

    UAE RoHS:

    • The UAE regulation to control hazardous substance in electrical and electronic devices was published in the UAW official gazette on 27 April 2017. Its intention is to control or limit presence of the following hazardous substances on electrical and electronic devices:
      1. Lead (Pb)
      2. Mercury (Hg)
      3. Cadmium (Cd)
      4. Hexavalent chromium (VI)
      5. Polybrominated biphenyls (PBB)
      6. Polybrominated biphenyl ethers (PBDE)
      7. Bis (2-ethyhexyl) phthalate (DEHP)
      8. Butyl benzyl phthalate (BBP)
      9. Dibutyl phthalate (DBP)
      10. Diisobutyl phthalate (DIBP)

    Guidelines

    • Local representative required
    CERTIFICATION PROCEDURE
    • Submit application and testing report. The performance test report should be from an ISO 17025 certified laboratory.
    • Evaluation of Annual Energy Consumption (EER).

    • The UAE RoHS regulation covers all electrical and electronic equipment with a voltage rating not exceeding 1000 volts for alternating current and 1500 volts for direct current.

  • Medical Devices

    Regulatory agency

    • Ministry of Health Drug Control Department

    Regulations

    • Both domestic and foreign companies and their distributors/importers of medical devices must register their establishments with the Drug Control Department.
    • Companies who want to export medical devices to the UAE must have a local UAE representative or distributor who holds a Medical Store license from the Ministry of Health.
    • All manufacturers of Class I, Class IIa, Class IIb, Class III and Active Implantable Devices have to be registered with the UAE Ministry of Health.

    Guidelines

    • Devices shall be divided into Class I, Class II a, Class II b, Class III. The committee on medical device registration will decide to approve its registration through one or two stages.
    • Registration of medical devices must be made by the device manufacturer or a local authorised representative.
    • The committee will briefly review the medical device and decide if it is exempted from further evaluation or if more documents are required.
    • When the medical device passes all the requirements and has obtained approval from committee, it will be granted a registration certificate which will be valid for 5 years.

    • Telecom & Wireless

      Regulatory agency

      • Telecommunications Regulatory Authority (TRA)

      Regulations

      • TRA requires the approval of radio equipment and telecommunications terminal equipment to comply with relevant technical specifications.
      • Labelling is required for telecommunication equipment.

      Guidelines

      • A local representative is required.
      • Equipment is required to be registered with the TRA before it can be supplied in the UAE.

      Applicable product categories

      Regulations

      • New regulations was introduced under the "Emirates Conformity Assessment System Ex" (ECASEx). Issuance of Conformity Certificate for IEC-EX product, complying with the UAE Assessment Scheme (ECAS) according to the technical requirements of Cabinet Resolution No. 23 for the year 2016.

      • Valid UAE Industry/Trade License
      • Installation and maintenance manual in compliance with standard approved by the regulation.
      • Valid ISO 9001 and ISO/IEC 80079-34 quality management certificate of the manufacturer.
      • Test Report from recognised or accredited laboratory for:
        • IECEx TR
        • IECEx TC
        • QAR
      • Declaration of Conformity by the applicant on their company's official letterhead.
      • Proof of exclusive distributorship form the manufacturer if the applicant is a trader or an agent.
      • Product Identification Declaration, with the manufacturer's company letterhead (if necessary)
      • Electronic Declaration of Conformity.
