    Regulatory agency

    • National Regulator for Compulsory Specifications (NRCS)

    Regulations

    • A Letter of Authority (LoA) is required by manufacturers of regulated products upon conformity assessment.
    • Test reports must be from a test laboratory by a national accreditation body affiliated to the International Laboratory Accreditation Cooperation (ILAC) and/or be an IECEE CB Scheme member.
    • On top of LoA, manufacturers of regulated products may choose to obtain the South African Bureau of Standards (SABS) Mark.
    • Compliance with SANS and/or IEC standards.

    Guidelines

    • A local representative is required.
    • Manufacturers are first required to register with the NRCS Electrotechnical Department before a LOA will be issued.

    • EMC compliance is required for the above, where applicable.

    • The test report should be issued by accredited laboratory, authorised by SABS.

  • Energy efficiency

    Regulatory agency

    National Regulator for Compulsory Specifications (NRCS)

    Regulations

    • VC 9008 was published by the South African government on 7 February 2014. This compulsory specification covers energy efficiency requirements and energy efficiency labelling of some electrical and electronic apparatus.

    Guidelines

    • Test reports in IEC/EN format or any equivalent format acceptable to the NRCS and issued by an appropriately accredited and internationally recognised body which is a member of an IAF/ILAC/IECEE mutual recognition scheme in accordance with the NRCS’s conformity assessment policy.

    Product categories that require mandatory energy efficiency labelling include:

    • Audio and video equipment
    • Dishwashers
    • Electric ovens
    • Refrigerators and freezers
    • Tumble dryers
    • Washer-dryer combinations
    • Washing machines

  • Medical Devices

    Regulatory agency

    • Department of Health (DOH)

    Regulations

    • All medical devices, except custom made devices, shall be registered with the council in terms of such call-up notices before they may be sold or used in South Africa.
    • A certificate of registration will be issued after a medical device has been registered.

    Guidelines

    • Devices shall be divided into Class A, Class B, Class C, Class D, where risk relates to the patient or to public health.
    • A licence issued shall be valid for a period of 5 years from the date of issue.

    • Telecom & Wireless

      Regulatory agency

      • Independent Communications Authority of South Africa (ICASA)

      Regulations

      • Type approval is required for regulated equipment.
      • ICASA accept test reports against the relevant EN standards, provided that the testing has been performed at an accredited test facility.
      • Products must be marked with ICASA label.

    • Industrial Products

      Regulatory agency

      • Department of Minerals Resources (DMR)
      • Department of Labour (DOL)

      Regulations

      • In South Africa, all EPA used in underground mines (Group 1) and on surface (Groups II and III) shall be covered by and IA certificate

      • Regulations: SANS 10108 and ARP 0108

      • IA certificates for locally manufactured products. Validity 10 years.

      • IA certificates for imported products. Existing internationally accepted certification based on SANS and similar or identical standards will be taken into account. Validity 3 years.

        Type approval is required for regulated equipment.

      Guidelines

      • IA certificates are issued by SANAS accredited labs based on type testing assessment.

      • Contains a list of required standards (SANS) SANS 60079 plus others.
