Certification mark for chemical formulations/zdhc
Scope:
This voluntary TÜV SÜD certification mark for products (chemical formulations) demonstrates that the Manufacturing Restricted Substances List (MRSL) on chemical formulation from the chemical producers and during the process of textiles and leathers products has been tested and certified by the third-party organisation TÜV SÜD.
The certification mark is only awarded to the chemical formulations that undergo inspection by TÜV SÜD Product Service and comply with the criteria quoted below.
ZDHC MRSL Level 2
It demonstrates that the chemical producers and suppliers fulfilled the requirements on the management systems including the environmental management system (EMS), occupational health and safety management system (OHSMS), raw material management system, quality management system (QMS), chemical management system (CMS) and appropriate wastewater and solid waste management systems as well as the analytical evaluation for ZDHC MRSL conformance are fulfilled.
ZDHC MRSL Level 3
It demonstrates that the chemical producers and suppliers fulfilled the requirements of analytical testing on MRSL and the management systems for Level 2. Additionally, a review of the chemical hazard assessment capability (CHA) of the formulators. CHA capability includes the ability to assess and interpret diverse toxicological and other health and environmental information for classification and labelling of a formulation in accordance with GHS as required.
Basis of certification:
Certification is based on the test programme PPP 25089, developed by TÜV SÜD Product Service and includes the requirements of the ZDHC MRSL conformance guidance.

Manufacturing Restricted Substances List (MRSL)
For the statement “Manufacturing Restricted Substances List”, TÜV SÜD tested the chemical formulation for hazardous substances. It demonstrates that the list of chemical substances is not intentionally used during the manufacturing process and related processes within the industry supply chain.

Production monitored
Periodic surveillance of the chemical producers and suppliers of the chemical formulation constitutes the basic premise for certification which includes the award of a certification mark. Certification always requires chemical formulation testing and regular factory inspections.
As a third-party organisation, TÜV SÜD verifies that the producers and suppliers are able to maintain consistent quality in line with the requirements throughout high-volume production and has established the necessary quality system, including incoming goods inspections, lists of materials and final product check.
If “Production monitored” is stated on the certification mark, even stronger production surveillance is applicable. Please refer to Section 5.5 “Process Flow for ZDHC” from the ZDHC Procedure (roXtra ID: 65884) for the requirement of Factory Inspection for initial application and the intermediate check.
Surveillance and/or monitoring covers the testing of safety-critical components and other materials used. If unauthorised changes are made to the product (the chemical formulation), the certificate will be withdrawn and the TÜV SÜD certification mark will no longer be used.

Chemical formulation
Chemical formulation is usually a proprietary blend of several chemical substances that is available for purchase from chemical suppliers under their own trade name. There is a variety of formulations - including solvents, cleaners, adhesives, paints, inks, detergents, dyes, colourants, auxiliaries, coatings and finishing agents, used during raw material production, wet-processing, maintenance, wastewater treatment, sanitation and pest control.
