Vietnam: Approving national technical regulation on LED lighting equipment, Circular No. 08/2019/TT-BKHCN

JANUARY 2020 - RELEVANT FOR: ELECTRICAL AND ELECTRONICS

This Circular was issued on 25 May 2019 as an execution of the National Technical Regulation on LED Lighting Products (QCVN 19:2019/BKHCN). It indicated that domestically produced and imported LED products must comply with the provisions of this Regulation. Products category includes LED bulbs, electrical LED fittings and mobile LED lighting, while excludes those LED applications applied in outdoor advertising and vehicles. Specific product list is attached in Appendix.

National Technical Regulation No. QCVN 19:2019/BKHCN specifies safety, Electromagnetic Compatibility (EMC) and management requirements for LED lighting products. These products should also meet the national and international standards depending on their design and type. Specifically, they must meet EMC standards of 15:2018 and IEC 61547:2009. These requirements apply to Vietnamese organisations and individuals that produce, import and/or distribute LED lighting products.

To proof complying with related requirements, products should be affixed with CR mark. And the last provisions illustrate the procedures for the assessment of conformity of both domestic and imported products.

The Circular was into force since 31 December 2019.
