Singapore IMDA releases updated technical specification

On 25 November 2025, the Brazilian National Telecommunications Agency (ANATEL) issued Act No. 18086 of 2025, establishing the operational procedures for processing import operations of telecommunications products requiring ANATEL approval within the Integrated Foreign Trade System (SISCOMEX).

The Info‑communications Media Development Authority (IMDA) announced the publication of the Technical Specification for Cellular Mobile Terminal (IMDA TS CMT Issue 1 Revision 4), introducing enhanced regulatory requirements that support Singapore’s transition to modern mobile network technologies and bolster nationwide emergency communications.

The updated specification sets out mandatory technical and compliance standards for all mobile handsets and cellular devices intended for sale and use in Singapore. The revision reflects IMDA’s ongoing efforts to advance the nation’s telecommunications resilience and align industry practices with global technological developments.

 

Key Enhancements in IMDA TS CMT Issue 1 Revision 4:

1. 2G Connectivity Disabled by Default

Beginning 31 December 2026, all mobile handsets sold in Singapore must have 2G capability turned off by default. This measure ensures devices do not automatically connect to legacy 2G networks, supporting Singapore’s progress toward next‑generation cellular technologies such as LTE‑Advanced and 5G NR. Devices reaching end‑of‑life before the enforcement date are exempt.

2. Mandatory Emergency Cell Broadcast Support

Effective 1 April 2026, all mobile handsets must support Emergency Cell Broadcast messaging. This requirement ensures that users can receive timely and critical public safety alerts nationwide. Devices must be capable of automatically displaying multi‑language warnings, storing received alerts, supporting simultaneous multiple notifications, and displaying embedded URLs and telephone numbers.

3. Updated Compliance and Safety Requirements

The revised specification also includes updates to safety references—such as lithium battery safety—and requires manufacturers to update declarations in their equipment registration to confirm compliance with ECB, 2G disablement, and existing VoLTE requirements.
