Mexico: Technical provision IFT-017-2023 on digital radio equipment in 5150–6425 MHz bands

November 2025 - Electrical and electronics

In force since 7 November 2025

On 10 February 2025, the Mexican Federal Telecommunications Institute (IFT) published an agreement approving Technical Provision IFT-017-2023 for radio equipment employing digital modulation techniques and operating in the following spectrum bands: 5150–5250 MHz, 5250–5350 MHz, 5470–5600 MHz, 5650–5725 MHz, 5725–5850 MHz, and 5925–6425 MHz.

The Technical Provision establishes the specifications, testing methods, and conformity assessment procedures for:

  • Radiocommunication system products using wireless access in local area radio networks; and
  • Radiocommunication equipment employing digital modulation techniques, operating in any or all of the aforementioned bands classified as free spectrum.

For the 5725–5850 MHz band, the provision also covers hybrid radiocommunication products that combine digital and frequency-hopping modulation. In such cases, the requirements apply only to the digital modulation component with frequency-hopping turned off, while the frequency-hopping part must be evaluated according to Technical Provision IFT-008-2015.

Key sections of the Technical Provision include:

Section 4: Technical specifications for in-scope products

Section 5: Testing methods

Section 6: Equipment operation requirements

Section 8: Conformity assessment procedures

Labelling of equipment must comply with the Guidelines for Approving Products, Equipment, and Devices for Telecommunications and Broadcasting.

Non-compliance with these requirements will be sanctioned under the Federal Telecommunications and Broadcasting Law.

This Agreement comes into force on 7 November 2025. Upon its entry into force, it repeals the previous specifications and testing methods under IFT-008-2015 that applied to:

  • Digital modulation equipment operating in the 5725–5850 MHz band
  • The digital modulation component of hybrid equipment.
