Lebanon TRA publishes updated type approval regulation

The Telecommunications Regulatory Authority (TRA) has published the updated Type Approval Regulation, marking a significant step in the modernization of Lebanon’s telecommunications equipment compliance framework. The amended regulation, originally issued in 2009 and recently revised under Decision No. 3/2026, reflects the full transition of type approval responsibilities to the TRA.

The issuance of type approval certificates has officially moved from the Ministry of Telecommunications (MoT) to the TRA, as per Decision of the Minister of Telecommunications No. 1/624 dated November 10, 2025. This means TRA is now the sole regulatory body responsible for authorizing telecommunications and radio equipment certification in Lebanon.

 

Documentation and Application Requirements:

Importers and manufacturers of Radio and Telecommunications Terminal Equipment (RTTE) seeking type approval must submit a complete application, including:

  • A certified copy of the import license issued by MoT (for importers)
  • The formal Type Approval Application Form
  • A Technical Compliance Folder (TCF) with detailed product specifications, drawings, photos, and international test reports
  • A Declaration of Conformity (DoC) demonstrating compliance with TRA technical standards.

 

Testing and Lab Requirements:

TRA will recognize test reports from international laboratories accredited to ISO/IEC 17025 standards, enabling faster compliance validation for international manufacturers.

All telecommunications and wireless equipment must now secure TRA Type Approval before importation, sale, or use in Lebanon. Certificates previously issued by MoT are no longer deemed valid under the new regime and require re-submission through TRA processes.

Products must carry a “TRA Approved” label once certified, a requirement for local marketing and distribution.

This Decision does not specify a grace period or outline a formal migration process for approvals previously issued by the Ministry of Telecommunications (MoT). As a result, all existing MoT-issued type approvals are no longer considered valid. Manufacturers and importers must now apply for new type approvals directly through TRA to ensure compliance under the updated regulatory framework.
