Indonesia: Mandatory implementation of SNI for primary batteries - Regulation No. 69/2024

On November 13, 2024, the Ministry of Industry of Indonesia issued Regulation No. 69/2024, mandating compliance with national standards (SNI) for all primary batteries produced, imported, or distributed within the country.
Applicable Standards
To legally produce, import, or distribute primary batteries in Indonesia, compliance with the following standards is required:
- SNI IEC 60086-1:2015 – Primary Batteries – Part 1: General
- SNI IEC 60086-2:2015 – Primary Batteries – Part 2: Physical and electrical specifications
According to Article 2(4), these standards also apply to primary batteries that are packaged with other products or form components of other devices.
Exemptions
Article 3(1) specifies that SNI compliance is not mandatory for:
- Technically similar products that are governed by distinct standards
- Batteries used as samples for research or product development, with a maximum of 108 units per type
- Batteries used as testing samples for SNI certification
- Personal items carried by passengers, as regulated by existing laws
Conformity Assessment Procedure
SNI compliance must be demonstrated through a type 5 certification system, involving:
- Audits of the production process by a recognized certification body (LSPro)
- Application of a quality management system compliant with ISO 9001:2015
- Product testing aligned with the SNI requirements listed above
Certification can be granted to either a domestic manufacturer or an overseas producer, limited to one production facility per certificate, which is valid for five years from issuance.
Articles 10 and 11 define the requirements for both domestic and foreign applicants. Notably, overseas producers must designate an authorized representative. Certification applications must be submitted electronically via the SIINas system, with separate applications required for each production site.
SNI Labeling Requirements
Primary batteries that meet SNI standards and receive certification must display the SNI Mark and an electronic label. This labeling is only permitted after receiving approval from the Head of the Agency, who issues an SNI SPPT (certificate of SNI mark usage).
Article 31 clarifies that the SNI SPPT can be issued to domestic manufacturers, authorized representatives of overseas producers, or parties involved in brand collaboration. It is valid for one year and can be extended annually as long as the SNI Certificate remains valid.
Article 32 states that applications for SNI SPPT must be submitted electronically via SIINas.
Manufacturers distributing batteries under their own brands are responsible for ensuring product quality compliance with SNI standards. Likewise, official representatives distributing products from overseas producers are also accountable for compliance.
Transitional Provisions
Primary batteries already marked with the SNI under Regulation No. 36/M-IND/PER/3/2009 are exempt from the new electronic labeling requirement.
- Domestically produced batteries made before the regulation takes effect may continue to be sold.
- Imported batteries that cleared customs before the regulation comes into force may also remain in circulation.
Article 56 provides that manufacturers and producers who have already applied for SNI certification prior to the new regulation's effective date must complete the certification process in accordance with the new rules.
With the enforcement of this regulation on May 20, 2025, both Regulation No. 36/M-IND/PER/3/2009 and Regulation No. 101/M-IND/PER/10/2009 will be revoked.
This regulation was promulgated on November 20, 2024, and becomes legally effective on May 20, 2025, as per Article 58.
