According to Notification S.O. 4997(E), 2025, the concurrent use of IS 13252 (Part 1):2010 and IS 616:2017 alongside IS/IEC 62368-1:2023 will be permitted until 1 November 2028. After this date, the older standards will be withdrawn for the relevant product categories. These guidelines are intended to support both existing licensees and new applicants in managing the transition.
Existing Licensee
- Must ensure that all registered models comply with IS/IEC 62368-1:2023 by 1 November 2028, failing which their licences or models may be cancelled
- Are required to submit complete test reports from BIS-recognised laboratories for all lead models, following the Standard Revision / Amendment / Essential Requirement process via the BIS portal
- Must provide a declaration confirming that all other models under the same licence series also comply with IS/IEC 62368-1:2023
If updating a model to comply with IS/IEC 62368-1:2023 impacts its compliance with other applicable requirements—such as:
- IS 18112:2025 (televisions)
- IS 16333-3:2022 (mobile phones)
- Essential Requirements for security of IP-based CCTV cameras
Then the licensee must also demonstrate continued compliance with those standards by submitting complete supporting test reports together with the new submission.
New Applicants
- Applications submitted at present may follow either the legacy standards or IS/IEC 62368-1:2023; however, use of the older standards is only permitted until 1 November 2028, and applicants must declare their intention to transition to the new standard by that date
- Applications can still proceed under the old standards if product samples are already under testing or if test reports have already been issued based on IS 13252-1:2010 or IS 616:2017
- From 1 November 2028 onwards, no new licences will be granted under the old standards; only IS/IEC 62368-1:2023 will be accepted
