India Group-VI devices - Common security requirements (ITSAR), 2026

On 5 March 2026, the Department of Telecommunications India (DoT) published the Indian Telecom Security Assurance Requirements (ITSAR) document, defining Common Security Requirements for Group VI devices. This group includes IoT products such as Vehicle Tracking Devices, Smart Electricity Meters, and Feedback Devices.

The document provides an overview of device grouping, including scope, objectives, and classification of IoT devices, followed by detailed Common Security Requirements applicable to Group VI devices.

Scope
The document establishes Common Security Requirements under ITSAR for Group VI devices. It also serves as the basis for:

  • Designation of Telecom Security Testing Laboratories (TSTLs)
  • Security certification of devices until TSTLs capable of testing full Security Assurance Requirements (SAR/SSR) are available

Applicability of Requirements

  • If a requirement explicitly specifies a particular device, it applies only to that device
  • Otherwise, the requirement may apply to any or all Group VI devices, and testing may be conducted accordingly
