India: Certification criteria for telecom equipment with specialised testing requirements under MTCTE

On 2 June 2025, the Indian Department of Telecommunications (DoT) released a circular outlining the criteria for issuing provisional certificates under the Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) framework for telecom equipment that involves specialized testing requirements. The equipment categories covered include:
- Routers
- LAN Switches
- DWDM Equipment
- Satellite Communication Equipment
- InfiniBand Switches
To qualify under this scheme, the telecom equipment must meet one of the following power conditions:
- Operates on single-phase or three-phase power with current ≥ 32A,
OR
- Operates on 48V DC with a current requirement ≥ 100A
Documentation Requirements
1. EMI/EMC and Safety Parameters
- Test reports must be submitted from laboratories that are:
- Accredited by ILAC, and
- Not located in countries sharing a border with India
2. Technical Parameters
Applicants may either:
- Submit test reports from ILAC-accredited, non-border-sharing labs,
OR
- Submit an OEM-issued Self-Declaration of Conformity (SDOC)
If SDOC is submitted in place of test reports, those technical parameters will be considered exempted, and a provisional certificate will be issued with a validity of two years.
Additional Requirements
- All test reports submitted must be no older than two years at the time of uploading on the MTCTE Portal.
- The Bill of Materials (BoM) submitted with the MTCTE application must clearly state the voltage, current, and power specifications of the product.
ITSAR Compliance
For products listed above without notified ITSARs (Indian Telecom Security Assurance Requirements), the applicant is required to apply for conversion of the provisional certificate to a full MTCTE certificate (including security testing) once the respective ITSAR is officially published for that equipment category.
