EU targets MCCPs, LC-PFACs and chlopyrifos under POPs regulation

The European Commission (EC) has launched public consultations on proposals to include long chain perfluorocarboxylic acids (C9-21 PFCAs), their salts and related compounds1, medium-chain chlorinated paraffins (MCCPs)2, and chlorpyrifos3 in Annex I of the Persistent Organic Pollutants (POPs) Regulation.

The EU POPs Regulation aims to control and restrict the use of certain hazardous chemicals. Annex I of the Regulation lists the substances that are subject to prohibition on manufacturing, placing on the market and use. These substances are considered harmful to human health and the environment. The Commission is empowered to adopt delegated acts in order to adapt scientific and technical progress. From the draft proposals, C9-21 PFCAs, their salts and related compounds, MCCPs and chlorpyrifos would be introduced as new entries under Annex I.

Note: There are proposed derogations which allow for less stringent concentration limits for transported isolated intermediates, fluoroplastics, and fluoroelastomers.

Used in various applications including water, oil-repellent treatment, carpets, clothing, firefighting foam, etc.

Medium-chain chlorinated paraffins (MCCPs)

Substances, mixtures, articles:

≤ 1000 mg/kg (sum)

Used as flame retardant and used as secondary plasticising additives in plastics, sealants, rubber and textiles.

Chlorpyrifos

Substances, mixtures, articles:

≤ 0.01 mg/kg

Used as a pesticide.
