EU: REACH – Public consultation launched on DBDPE as SVHC
July 2025 - Electrical and electronics, hardlines, softlines, toys and children's products
On 27 June 2025, the European Chemicals Agency (ECHA) launched an ad hoc public consultation1 to identify 1,1'-(ethane-1,2-diyl)bis[pentabromobenzene] (DBDPE) as substance of very high concern (SVHC), which will end on 11 August 2025.
DBDPE’s potential SVHC listing aims to advance ongoing efforts to restrict brominated flame retardants. If identified, the classification would align with timelines for potentially transferring the substance to Annex VI of the CLP Regulation via a delegated act — streamlining regulatory controls across the EU.
While ECHA typically updates the SVHC Candidate List twice annually, this ad hoc consultation will trigger an extra update in 2025. If DBDPE meet the SVHC criteria, the Candidate List’s total entries will rise from 250 to 251.
Table A gives the substance name, identification numbers (CAS and EC), the reason for proposing and their potential applications.
Table A. SVHC to be included in the Candidate List under this public consultation
Substance name | CAS number (EC number) | Reason for proposing | Potential application |
