EU: Lists UV 328 under POPs Annex I

On 15 July 2025, an amendment of the EU Persistent Organic Pollutants (POPs) Regulation (EU) 2019/20211 is published as Regulation (EU) 2025/8432, to newly list UV 328 in Annex I.
UV 328 was identified as a POPs chemical in Annex A to the Stockholm Convention in May 2023. As an active member of this international treaty, the EU is legally obligated to adopt such classifications into its own regulations. This latest amendment fulfils that duty, formally designating UV 328 as a controlled substance under the EU POPs framework.

By way of derogation, the placing on the market of UV-328 present in articles and the use of such articles are allowed for certain purposes, e.g., in land-based motor vehicles until 4 August 2030 and in photographic paper until 4 August 2030. In addition, articles containing UV-328 already in use in the EU before or on the date of expiry of the relevant exemption listed in the legislation may continue to be used.
