China: Rules of energy efficiency labelling for household and similar kitchen appliances

On 17 September 2025, China’s National Development and Reform Commission (NDRC) and the State Administration for Market Regulation (SAMR) jointly issued a notice adopting the Catalogue of Products Subject to Energy Efficiency Labelling (2025 Edition) along with the corresponding implementation rules. These include the Rules on Energy Efficiency Labelling for Household and Similar Kitchen Appliances, covering electric rice cookers, induction hobs, and microwave ovens.
The Rules apply to:
- Electric rice cookers with rated power not exceeding 2200 W, heated by electric heating elements or electromagnetic induction;
- Induction hobs with one or more heating units, each rated between 700 W and 3500 W (including induction units incorporated into combination appliances);
- Microwave ovens, including combination models, with maximum rated input power of 2500 W or less that heat items or food in the oven cavity using electromagnetic energy in the 2450 MHz ISM band and resistive heating elements.
The Rules do not apply to commercial or industrial induction hobs, recessed cookers, commercial microwave ovens, industrial microwave ovens, or microwave ovens integrated with range hoods.
Key requirements include:
- Label format and technical specifications, including mandatory label contents;
- Energy efficiency test methods (based on the current edition of GB 21456);
- Procedures for determining labelling information;
- Printing, application, and display of energy efficiency labels;
- Label filing obligations (each model must be filed individually by the manufacturer or importer);
- Public disclosure of label information.
Depending on the product type, the energy efficiency label must include:
- Producer name;
- Model and specifications;
- Energy efficiency grade;
- Thermal efficiency (%);
- Standby power (W);
- Insulation energy consumption (W·h);
- Shutdown power (W);
- Grilling energy consumption (W·h/K);
- Product type;
- Number of the mandatory national energy efficiency standard (GB 21456-2024);
- A QR code containing the energy efficiency information.
The Rules take effect on 1 November 2025 and will remain valid for five years.
