On 30 April 2026, China’s National Development and Reform Commission (NDRC) and State Administration for Market Regulation (SAMR) jointly issued Announcement No. 550 of 2026, adopting the Catalogue of Products Subject to Energy Efficiency Labelling (2026 Edition) together with updated implementation rules.

The announcement was issued in accordance with the Administrative Measures for Energy Efficiency Labelling (NDRC and former AQSIQ Order No. 35 of 2016). It updates both the applicable product catalogue and several implementation rules, while also providing transition arrangements for existing stock.

The announcement took immediate effect upon publication on 30 April 2026.

Products Subject to Energy Efficiency Labelling (2026 Edition)

The 2026 catalogue covers a total of 37 product categories:

1. Household refrigerators
2. Electric washing machines and washer-dryers
3. Unitary air conditioners
4. Self-ballasted fluorescent lamps
5. High-pressure sodium lamps
6. Small and medium three-phase induction motors
7. Heat pumps and chillers
8. Gas water heaters and gas heating boilers
9. Room air conditioners
10. Multi-connected air conditioning (heat pump) units
11. Storage electric water heaters
12. Cooking appliances (induction cookers, rice cookers, microwave ovens)
13. Monitors
14. Copiers, printers, and fax machines
15. Electric fans
16. AC contactors
17. Positive displacement air compressors
18. Power transformers
19. Ventilators (fans)
20. Flat panel TVs and set-top boxes
21. Domestic solar water heating systems
22. Microcomputers
23. Range hoods and ventilating fans
24. Heat pump water heaters
25. Gas cooking appliances
26. LED products for indoor lighting
27. Projectors
28. Permanent magnet synchronous motors
29. Air purifiers
30. LED luminaires for road and tunnel lighting
31. Ducted air conditioning units
32. Electric welding machines
33. LED flat panel luminaires
34. Commercial induction cookers
35. Tower and rack servers
36. High-voltage three-phase induction motors
37. Commercial refrigeration appliances

 

Revised Implementation Rules

Implementation rules have been revised for the following seven product categories:

• Household refrigerators
• Electric washing machines and washer-dryers
• Domestic solar water heating systems
• Range hoods and ventilating fans for household and similar use
• LED products for indoor lighting
• Projectors
• LED luminaires for road and tunnel lighting
  
  

Effective Dates and Transition Periods

Effective from 1 June 2026 (existing stock manufactured or imported before the effective date may continue to be sold until 1 June 2028)

• LED luminaires for road and tunnel lighting
• Household refrigerators

Effective from 1 July 2026 (existing stock transition until 1 July 2028)

• Projectors

Effective from 1 August 2026 (existing stock transition until 1 August 2028)

• Domestic solar water heating systems

Effective from 1 November 2026 (existing stock transition until 1 November 2028)

• Range hoods and ventilating fans for household and similar use

Effective from 1 April 2027 (existing stock transition until 1 April 2029)

• Electric washing machines and washer-dryers

Effective from 1 September 2027 (existing stock transition until 1 September 2029)

• LED products for indoor lighting

 

Repealed Previous Rules 

The announcement also repeals or abolishes several previous implementation rules, including:

• 2016 implementation rules issued under Announcement No. 14, 2016 for:
  • Domestic solar water heating systems
  • Projectors
  • Range hoods
  • Household refrigerators
  • Electric washing machines
    
    
• 2020 implementation rules issued under Announcement No. 640, 2020 for:
  • LED luminaires for road and tunnel lighting
  • LED products for indoor lighting
    
    
• The 17th batch implementation rules for AC ventilating fans for household and similar use
