Australia: Revises lamp registration requirements under the Equipment Energy Efficiency Program

Australia has introduced new regulatory requirements for the sale of various lamp products, including LED lamps, incandescent lamps, and the deregulation of certain other lighting components.

 

Overview of Regulatory Changes

  • LED lamp suppliers must comply with the Greenhouse and Energy Minimum Standards (LED Lamps) Determination 2025 by 3 March 2026.
  • Incandescent lamp suppliers must meet the requirements of the Greenhouse and Energy Minimum Standards (Incandescent Lamps for General Lighting Services) Determination 2024 starting from 4 October 2025.
  • From 4 October 2024, the following products are no longer regulated under Australia’s Equipment Energy Efficiency (E3) Program
    1. Ballasts for fluorescent lamps
    2. Transformers and electric step-down converters for ELV halogen lamps

 

LED Lamp Determination

The new LED lamp determination was registered on the Federal Register of Legislation on 3 March 2025 and will take effect on 3 March 2026. All LED lamps falling within its scope must be registered and compliant by this date, unless they qualify for grandfathering under the Greenhouse and Energy Minimum Standards Act 2012 (GEMS Act).

  • The determination outlines requirements for energy efficiency, labelling, and health-related standards.
  • Existing stock of LED lamps manufactured or imported before the effective date may be covered by grandfathering provisions.
  • Suppliers are advised to seek legal guidance to determine if their products qualify under the grandfathering rules.

 

Incandescent Lamp Determination

The 2024 incandescent determination will replace the 2016 version, helping consumers transition to more energy-efficient lighting, reduce energy costs, and lower greenhouse gas emissions.

  • Some incandescent lamp models registered under the 2016 determination will not meet the new 2024 requirements. These are listed in Schedule 1 of the new determination.
  • Once the 2024 determination takes effect, registrations for these models will be cancelled, and such products will no longer be allowed for sale or supply.

The determination also brings certain mains voltage directional incandescent lamps under its scope, which may now become non-compliant.

 

Grandfathering Provisions

  • Incandescent lamps manufactured or imported before 3 October 2025 may be grandfathered and remain available for sale until 3 October 2030, provided they meet the Act’s provisions.
  • Suppliers must obtain legal advice to determine eligibility.
  • Incandescent lamps imported after the effective date must be registered under the 2024 determination before being placed on the market.
  • Once registrations under the 2016 determination expire, only products registered under the 2024 determination can continue to be sold, unless covered by grandfathering arrangements.

 

These regulatory updates aim to improve energy efficiency standards across Australia’s lighting market.
